New Jersey Governor Phil Murphy signed A5687/S4407 on August 13, 2025, at MAC Products Inc. in Kearny, establishing the Next New Jersey Manufacturing Program, a $500 million tax credit initiative to spur manufacturing investment and job creation. Administered by the New Jersey Economic Development Authority (NJEDA), the program offers credits up to $150 million per project for investments of $10 million and 20 new full-time jobs, with $100 million reserved for clean energy manufacturers (solar, geothermal, green hydrogen) in the first two years.

Funding reallocates from Aspire and Emerge programs, providing long-term benefits for advanced manufacturing, non-retail food/beverage, defense, and life sciences. The law enables credit sales for 85% face value, with a $25 million minimum, targeting a $5 billion manufacturing market. Murphy stated, “This program catalyzes growth, creating high-quality jobs and unleashing prosperity.” NJEDA CEO Tim Sullivan noted, “It rewards commitments to New Jersey.”




For the precision machining industry, the program highlights the critical role of tolerance in manufacturing components. Parts like clean energy fixtures require CNC milling with precise tolerances, typically ±0.001 inches, to achieve surface roughness as low as Ra 8 µin for high-strength alloys. 5-axis milling machines, optimized for tolerance to ensure fit, support automated production with real-time quality control. The program drives demand for local machine shops to supply precision tooling, adopting Industry 4.0 technologies like AI-driven milling and additive manufacturing. As part of a $50 billion precision manufacturing market, this initiative creates opportunities for suppliers in New Jersey, where manufacturing jobs grew 2% since 2022, strengthening clean energy supply chains.
