Agreement That Will Bring Tesla And Approximately 1,500 Jobs To The Empire West Industrial Park In Brookshire Was Approved By The Waller County Commissioners Court
Tesla’s expansion in Texas took a major leap forward on March 5, 2025, when the Waller County Commissioners Court unanimously approved a tax abatement agreement, paving the way for a new Megapack battery storage manufacturing facility in Brookshire’s Empire West Industrial Park. Located at 111 Empire Blvd, just off Woods Road between Highway 90 and Interstate 10, the $200 million project will create approximately 1,500 advanced manufacturing jobs over three years, with hiring targets of 375 employees in year one, 750 by year two, and 1,500 by year three. The facility, spanning over 1 million square feet, will produce Tesla’s Megapack—utility-scale batteries that store renewable energy from solar and wind for grid stability—replicating the company’s Lathrop, California, megafactory. Waller County and Brookshire offered a 60% abatement on the building and qualifying equipment, a deal echoed by the Brookshire City Council days later, starting January 2026 and running through 2035.
The agreement includes Tesla’s $150 million investment in manufacturing equipment and $44 million in facility upgrades, plus a second phase adding a 600,000-square-foot distribution hub at 103 Empire Blvd with $5 million in logistics gear. Waller County Economic Development Partnership’s Vince Yokom called it a “state-of-the-art” boost, projecting high-paying jobs—over 100 exceeding $100,000 annually—and economic growth for a region 40 miles west of Houston. With construction underway and completion eyed for late 2025, this move strengthens Texas’ role as Tesla’s energy solutions hub, following its Austin Gigafactory, and aligns with a $31 billion warehouse automation market hungry for innovation.
